Can I grind down a few inches around a live oak tree to eliminate heavy growth of root sprouts?

I would highly recommend not grinding down around the tree. This would likely damage the tree quite severely. Sprouts result from the tree or roots being stressed out. They could be stressed out from a number of reasons including girdling roots, compaction, or lawnmower damage.
